I don't see a resource describing the minimum configuration management needed in order to participate in a course, meaning hardware, software, and telecommunication resources.

Good point.  I'm not quite sure this addresses everything mentioned in the Wikipedia article, but I added some information to the Webcaster Kit and the FAQ about minimum hardware and connection requirements.
