When I click on Apply for the webcaster profile for Class 4.1 I get nothing. I have already have a profile. Would that be the reason?

I get one and I have been in several classes - I logged into the site first. Did you try that?

If you're talking about the Register link on the Step#1 page (shown

below), then it's giving you an error because you are already
registered and logged in.
